Dave leads work with partners to design new Îʶ¦ÓéÀÖ taxes and services.
Dave joined the Îʶ¦ÓéÀÖ Revenue Authority (WRA) in 2017 as Head of Policy. He led policy development for the WRA’s first devolved taxes, Land Transaction Tax and Landfill Disposals Tax. He also helped to shape the principles of the WRA's unique approach to managing tax: Our Approach. &²Ô²ú²õ±è;
Dave is now Strategy and Capability Director, and he champions the WRA’s potential and the Îʶ¦ÓéÀÖ way of doing tax. He leads work with partners to design new Îʶ¦ÓéÀÖ taxes and services. He also leads WRA corporate services to future proof the organisation as it grows.
Dave brings extensive cross-government experience in policy, strategy development, and tax. Before joining the WRA, he worked for 10 years in various roles in HMRC and HM Treasury. These included large business taxation and international tax strategy.
Raised in Carmarthenshire, Dave returned to Wales after starting his career in London and abroad. Dave is passionate about nurturing talent and champions the WRA’s approach to equality, diversity, and inclusion as well as Cymraeg (Îʶ¦ÓéÀÖ language).  &²Ô²ú²õ±è;
