The Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs, in accordance with the duty in regulation 3(2) of the Urban Waste Water Treatment (England and Wales) Regulations 1994(a) (“the 1994 Regulations”) to review the identification of sensitive areas (as defined in regulation 3(1) of the 1994 Regulations) and, in accordance with regulation 2(1) of the Urban Waste Water Treatment (England and Wales) (Amendment) Regulations 2003(b), in relation to Wales gives notice to Natural Resources Wales as follows:

Citation and commencement

This Notice may be cited as the Urban Waste Water Treatment Identification of New Sensitive Areas Notice 2025. This Notice takes effect on Thursday 1st May 2025.

Identification of sensitive areas

Each area of water listed in the Schedule to this Notice is identified as a sensitive area where listed in Table A.

Effect of this notice

This Notice does not affect any earlier identification of areas of water as Sensitive Areas save as set out in the Schedule to this Notice. Interactive maps of existing areas of water identified as Sensitive Areas in Wales is available at

(a)    S.I. 1994/2841; the functions of the Secretary of State under regulation 3 were transferred to the National Assembly for Wales (“the Assembly”) in relation to Wales, by Article 2 of the National Assembly for Wales (Transfer of Functions) Order 2000 (S.I. 2000/253); see the entry in Schedule 1 for the 1994 Regulations.  By virtue of section 162 of, and paragraph 30 of Schedule 11 to, the Government of Wales Act 2006 (c.32), functions conferred on the Assembly are exercisable by the ʶ Ministers. 

(b)    S.I. 2003/1788; the ʶ Ministers (formerly the National Assembly for Wales) are the “appropriate authority” in relation to Wales; see regulation 1(2).
