In spring 2025, the Deputy First Minister appointed the Innovating Democracy Advisory Group to explore new ways to strengthen democracy in Wales.

The Independent Commission on the Constitutional Future of Wales’ 2024 report noted threats and challenges to citizens’ involvement in democratic politics in Wales. This report recommended a set of reforms to strengthen democracy in Wales, including establishing an expert panel to explore innovative ways to increase understanding of democracy. The Îʶ¦ÓéÀÖaccepted the commission’s recommendations in full, and they were endorsed by the Senedd.

The Innovating Democracy Advisory Group is chaired by Dr Anwen Elias and brings together a diverse group of influencers and advisors in the field of democratic innovation, participation and involvement. Members of the group will bring their expertise, vision and experience to consider ways for people to take part in politics.

Over the next year, the group will scope new opportunities for increasing citizens’ involvement in decision-making, in partnership with others across Wales who are already doing excellent work on public engagement and participation.

This group will then advise the Îʶ¦ÓéÀÖand partners on expanding the use of democratic innovation, to ensure that people in Wales have a voice in decision-making at all levels of government.
