ʶ Ministers have powers to establish a scheme under section 60(1) of the Government of Wales Act 2006, or ‘section 1(2), 1(3)(d) and 1(7)(f) of the ʶ Development Agency Act 1975’ and sections 1-3 of the NHS (Wales) Act 2006 which require them to continue the promotion in Wales of a comprehensive health service and enable them to provide such services as they consider appropriate for that purpose.

4. Specific policy objectives of the scheme

The community pharmacy estates capital grant scheme will allow pharmacy contractors to apply for funding to deliver capital projects that would support them in delivering the ambitions of “Presgripsiwn Newydd - A New Prescription”, thereby delivering against the PfG commitments to reform primary care and to increase access to health care professionals, and contributing to building a stronger, greener economy as we make maximum progress towards a net zero Wales.

5. Purpose of the scheme

This scheme will support the ʶ Government’s Health and Social Care Integration and Rebalancing Capital Fund (IRCF) to deliver better integrated care and health closer to home, encouraging the public to seek the right care from the right person, first time.

The scheme is open to all NHS Wales community pharmacy contractors (NHS Pharmacists) as defined by The National Health Service (Pharmaceutical Services) (Wales) Regulations 2020.

The Community Pharmacy Premise Improvement Scheme is a capital grant scheme administered by the ʶ Government. Grants are available up to a maximum value of £45,000 per applicant, with a total grant fund of £700,000 for 2025/2026. For projects with total costs of less than £5,000, the scheme will offer 100% financial assistance, for projects with total costs of more than £5,000 the scheme will offer up to 50% funding (to the maximum grant value of £45,000) with community pharmacy contractors funding the remainder of project costs.

The scheme is open to all NHS Wales community pharmacy contractors (NHS Pharmacists) as defined by The National Health Service (Pharmaceutical Services) (Wales) Regulations 2020.

Grants can be used to improve community pharmacy premises with a focus on any of the following criteria:#

  • Investment into digital or automated systems to improve efficiencies in the NHS supply of medicines.
  • Improving access to NHS community pharmacy clinical services.
  • Support the NHS Wales contribution towards Ministerial ambition for the ʶ public sector to be collectively net zero carbon by 2030

13. Basis for calculating subsidies

Small grants (of up to £5,000) will be funded in their entirety by the Community Pharmacy Premise Improvement Scheme.

For projects with a total cost of more than £5,000, community pharmacy contractors should aim to secure capital match funding for larger grants i.e., community pharmacy contractors should not ask for a grant to cover 100% of the physical works to be carried out.
