4. Specific policy objectives of the scheme
The Îʶ¦ÓéÀÖhas committed £45 million over 3 years 2025/2026 to 2027/2028 to support the expansion of Early Years Childcare under the Childcare and Early Years Capital Programme.
The funding is to support the expansion of Flying Start childcare, the Childcare Offer and/or Foundation Learning within a childcare setting. The expansion of Îʶ¦ÓéÀÖ-medium provision, co-location of services and increasing the numbers of childcare place available will be key criteria in accessing this funding.
The basis on how we decide how much to award will be based on identifying the gaps in childcare through the childcare sufficiency assessment. Local authorities will be able to apply for Capital funding and they will receive information on how to make an application.
5. Purpose of the scheme
To provide capital grant funding to local authorities in Wales to enable them to improve childcare facilities and to develop new facilities where the demand exists. This is in Care Inspectorate Wales Registered childcare and play settings.

13. Basis for calculating subsidies
The funding is awarded via a direct grant award to local authorities with 100% grant funding. The terms and conditions for the funding are included with the grant award letters issued to local authorities.
